Northeast Lakeview College is in compliance with Comprehensive Standard 3.2.9 and publishes policies regarding appointment, employment and evaluation of all personnel. Northeast Lakeview College follows hiring practices set forth by the Alamo Colleges Board of Trustees, the publicly elected governing body of the Alamo Colleges District, for the employment of faculty and staff. Policies Published for Personnel Appointment and Employment Board Policy D.1.1. states that the College District, each college and all their employees shall abide by "1) The College District policies and procedures; 2)The College District Code of Conduct; 3) The Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) policies; 4) All applicable laws; and 5) Any other policies, procedures, practices and guidelines that impose duties, requirements, or standards attendant to their status as College District employees to the extent that they do not conflict with College District policies and procedures or applicable laws." More specifically, policies and procedures pertaining to the hiring of faculty and department chair positions are made available and set forth in Alamo Colleges Board Procedure D.2.3.2. – Qualifications for Hire – Faculty and Department Chair Positions. All new full-time Employees are introduced to some of these policies during a New Employee Orientation with Employee Services HR Partners occurring within the first six months of the date of hire. Furthermore, the College adopted Board Policies and Procedures, including those related to employment and evaluation, requiring availability online and accessibility by all employees and the public. Appointment and employment practices and any forms related to employee appointment, employment and evaluation, along with instructions on their use, are available on the Human Resources intranet site to all employees. Other resources available to all employees online include the HR Recruitment and Selection webpage and the New Employee Checklist. Forms related to employee performance appraisals, along with Performance-Measurements-Definitions-and-Examples are available on the Staff Performance Appraisals portion of the Alamo Colleges Human Resources and Organizational Development intranet site, accessible to all Northeast Lakeview College employees. In addition, Northeast Lakeview College has a Human Resources Partner (Job Description) as well as a Benefits Coordinator (Job Description) are placed at the campus to assist any College employee or applicant. Policies on Evaluation of Employees: Implementation of Evaluation Policies Evaluation of all personnel employed by Northeast Lakeview College and the Alamo Colleges is specified in Board Policy D.7.1.-Employee Evaluations as well as Board Procedures D.7.1.1 – Procedure-Employee Evaluation and D.7.1.2. – Faculty Performance Evaluation. Per the above mentioned policies and procedures, all employees, to include adjunct faculty, are to undergo evaluation by his/her supervisor to provide information to individual employees concerning job performance and thus contributing to their professional growth and development. In addition, evaluations are conducted to measure the performance of each employee in ways that help assure competent performance of job duties, reward extraordinary performance, support progressive discipline in suitable cases and to provide information for use in recommendations concerning other institutional personnel actions. Staff Performance Appraisal Forms are used in annual evaluations of all full-time, non-faculty employees. This instrument is carried out by employee supervisors. In addition, the College President and Vice President participate in the Performance Evaluation and Development Plan for Administrators. The Human Resources Department maintains a record of Performance Appraisals where supervisors can access forms and other useful information. Faculty are evaluated primarily on the basis of Teaching, Service and Professional Growth, using the following: Alamo Colleges Student Survey Questions, in accordance with Texas House Bill 2504; Classroom Observations; Faculty Self-Evaluation; Faculty Evaluation by Chair/Supervisor; Librarians/Counselors Faculty Evaluation and for consideration for tenure, the Faculty Evaluation by Peer Review Committee. If an employee disagrees with his/her evaluation, s/he may appeal it with the College President.
